Regulation of hotel services
from the hotel «VLADIMIR-PLAZA»

1. GENERAL REGULATIONS

1.1. Regulations of Service at the hotel « VLADIMIR-PLAZA» are developed in accordance to «Rules of hotel services in the Russian Federation» approved by the Government Resolution of the RF from the 18.11.2020 №1853 (with changes 20.03.2024 №341) and the Law of the Russian Federation «On Protection of Consumer Rights» from the 07.02.1992 № 2300-I (with changes 08.08.2024 №232-FL).
1.2. Regulations of Service regulating the relationship between the hotel complex «VLADIMIR-PLAZA» (hereinafter – «the hotel») and Guests (citizens of the Russian Federation, foreign citizens, legal persons) on the field of hotel services.
1.3. The hotel «VLADIMIR-PLAZA» is located at 98 Stanke Dimitrova ave, Bryansk, Russian Federation, 241050.
1.4. Mode of the hotel is round-the-clock.
1.5. The hotel «VLADIMIR-PLAZA» provides services on actual living Guests and also provides additional services.
1.6. Additional services mean services catering, personal services, tourism services and other services provided on a reimbursable and (or) a non-reimbursable basis. 1.7. This regulations, regulation of fire safety and information on services provided located in your room.
1.8. Hotel is entitled to conclude a treaty for the hotel provision of services by compiling of the Single Bilateral Document, and also by adopting the acceptance public offer by sending a reservation request at postal services or use of the telephone.
1.9. The guest, who make a reservation or conclude a treaty for the provision of services, have to bring information, contained in this Regulations, to people living with him in the same room. Compliance with the rules is compulsory for every guests. Guest is responsible for failure to respect these regulations, for material damage, caused to the hotel.
1.10. Smoking is prohibited in the hotel rooms and premises! For breaking the established prohibition, the guest is obliged to compensate the hotel for the costs of cleaning the room and air from the smell of smoke in the amount of 5000 rubles. In case of repeated breaking, the hotel reserves the right to refuse to provide services to the guest.

2. RULES OF GUESTS ACCOMMODATE
2.1. Hotel is intended for temporary residence of guests for a period confirmed with the hotel administration. Guests have to check out at the end of the agreed period.
Guests wishing to extend the period of residency, have to inform the hotel administration at least 2 hours before check out.
2.2. The registration of citizens of the Russian Federation at the place of temporary residence in the hotel is conducted in accordance with rules on the registration and withdrawal of Russian citizens to register at the place of stay and residence within the Russian Federation approved by The RF Government resolution from 17.06.1995, No. 713 “On approval of Rules of registration and withdrawal of Russian citizens to register at the place of stay and residence within the Russian Federation and the list of persons responsible for receipt and submission to the registration authorities of documents for the registration and de-registration of Russian citizens at the place of stay and place of residence within the RF”. (with changes 01.08.2024 №1042) (Check – in is made upon presenting of a passport or other document of the guest`s identity in in in accordance with the legislation of the RF. No other documents with a photo, including a driver’s license or service license, are suitable for check-in.)
Check-in at the hotel minors under 14 years of age, on the basis of identity documents are with them parents (adoptive parents, guardians) or close relatives accompanying person (persons), the document certifying powers of the accompanying person (s) and birth certificates of the minors. (Check-in at the hotel minors under 14 years of age is on the basis of birth certificates of the minors.)
Registration at the hotel of minors who have reached the age of 14, in the absence of legal representatives being near them, is carried out on the basis of identity documents of these minors, subject to the consent of legal representatives (one of them).
The registration of foreign citizens and individuals without citizenship at the place of temporary residence in the hotel is conducted in accordance with rules on the procedure of migration registration of foreign citizens and individuals without citizenship in the Russian Federation approved by The RF Government resolution from 15.01.2007, No. 9 “About the procedure of migration registration of foreign citizens and individuals without citizenship in the Russian Federation”.(with changes 25.04.2024 №535) (Check – in is made upon presenting of a passport of a foreign citizen, a migration card, a visa and so on.)
A treaty concludes when accommodate guests. Signature on the treaty means that the guest has been informed of the regulation of fire safety, regulations of hotel services. He accepts the offer of the services and agree to pay the full cost upon check out at any convenient time.
2.3. When paying for cash or by a credit card, the hotel issues a cash voucher, which is signed by the guest and a bill. When non-cash transactions occur, all documents are processed only by the hotel accounts department.
2.4. When guest’s check-in in the hotel, they must fill the guest registration card of the fixed form.
– passport data;
– date of birth;
– place of birth;
– address of permanent place of residence;
– contact phone number;
– purpose of arrival;
– signature of the Guest.
The guest in charge of the room gets acquainted with these rules at the reception (or in the room) and brings the information to the guests living with him in the room. Administrator will issue to the guest the room key and a guest’s card which give the right to accommodation, movement within the territory of the hotel and access to the room.
2.5. Guests give his consent to the treatment of their personal data and the transfer of personal data to third persons in accordance with the Law of the Russian Federation N 152-FZ “On Personal Data” from the 27.07.2006. (with changes 08.08.2024 №233-FL)
2.6. The Administrator of the Hotel allow to a guest the confidentiality of personal data and ensure that the transfer of personal data to third persons will be made only in order to fulfill of the obligations imposed by the legislation of the Russian Federation to the Hotel.
2.7. Transfer from one room category to another can be made at the request of the Guest or in case of production necessity with the consent of the Guest, depending on the actual circumstances.
The administration of the Hotel has a right to refuse to accommodating, if the Guest is under the influence of alcohol or under the influence of drugs.
Guest are allowed to invite other persons to the territory of the hotel prior to 23:00. The guest is responsible for the acts invited them persons.

3. PAYMENTS FOR ACCOMMODATION SERVICES

3.1. Guest is obliged to pay for a hotel service in full. With the consent of the guest, the service can be paid at the conclusion of the contract in full or by issuing an advance.
Check-out time – 24 hours from the time of check-in. If check-in at 00.00 and check-out up to 12.00, then fee for hotel accommodation is charged for 12 hours.
Guests have to check out at the end of the agreed period. The maximum length of stay at the hotel is not provided. The payment for accommodation and additional services at the hotel is charged in accordance with the approved price list.
In case of delay of guest in our hotel, payment for accommodation is charged:
– up to 12 hours after the check-out time – charge for 12 hours;
– 12 to 24 hours after the check-out time – charge for 24 hours.
3.2. One guest can stay in the room of any category with full pay, in agreement with an administrator of the hotel.
At the request of the Hotel guest’s additional beds can be provided in the rooms with payment in accordance with the approved price list of the Hotel. In case of double occupancy, the extra charge for the second guest is 500 rubles per day. Placement of an extra bed is possible only in rooms of category “Junior Suites” and “Superior”. The cost is 700 rubles per day.
3.3. Accommodation is free for children up to 5 years.
3.4. Payment for accommodation and additional service in the hotel is accepted cash and cashless.
Payment for accommodation and additional service in the hotel is accepted as cash and credit card: Visa International, MasterCard International, American Express.
3.5. You are able to make all of the claims for the service quality while rendering services or right after rendering services in accordance with this rules.
3.6. The hotel is not in charge for safety of cash and the valuables present in the territory and in the room. For storage valuables, use the safe at the reception.
3.7. If you want to safeguard your cash and the valuables present, keep room door locked, don’t leave visitors all alone in your room, don’t invite strangers in your room, don’t share your room key to third parties.
3.8. If you detect the loss, shortage or the damage to your things, the guest has to inform to the Hotel Administration.

4. THE HOTEL RESERVATIONS

4.1. If period of residence is reduced, guests have to inform to the Hotel Administration at least 3 days prior to the check-out (if there are guests more than 1 person in the hotel) and at least 7 days prior to the check-out (if there are guests more than 10 persons in the hotel) before accommodation in the hotel.
4.2. The duration of the effectiveness of unpaid reservation will terminate upon the expiry of 6 hours the planned time of arrival at the hotel, then the hotel has the right to cancel the reservation.
Guaranteed reservation (paid) remains to 24 hours after the planned date of arrival.
4.3. Fee is charged for room downtime If guest is late, but no more than 24 hours. If guest is late more than 24 hours, the reservation cancel. If the guest refuses to pay for the reservation, his accommodation at the hotel is on a «first-come, first-served» basis.

5. RIGHTS OF THE PARTIES

5.1 The Guest of the Hotel is entitled to:
– use all the services of the hotel, in the manner prescribed by these Rules;
– receive complete and reliable information about working hours, the rules of residence at the Hotel, the cost, the procedure for the provision and the list of hotel services, pre-order services, receive information about a hotel bill and to make payments from parts or full payment;
– invite other persons to the territory of the hotel prior to 23:00 (The hotel administrator are entitled to ask guests to show an identity document);
– guest can use the “Do Not Disturb!” / “Clean the room!” sign;
– to make all of the claims for the service quality while rendering services.
5.2 The Hotel is entitled to:
– to collect payment for service on the day of departure of the Guest from the hotel;
– has the right to refuse in accommodation in case manifestations of aggression or activities posing a threat to property or health hotel staff or other guests.
– visit the room without agreement with the Guest in case smoke, fire, flooding, violation of residence rules, social order, operational standards for household devices;
– in case gross violation of this rules, when the hotel causes material damage (when preparing the document), the hotel administration retains the right to terminate an Accommodation Contract unilaterally, to evict a guest early with no return of payment for further accommodation;

6. OBLIGATIONS OF PARTIES

6.1. Guest is obligated to:
– strictly follow the rules of fire safety (In the case of smoke, fire or suspicious objects, immediately notify the administrator on tel.102);
– during the period of stay on the territory of the hotel to follow the moral and ethical norms of behavior in places of recreation of guests;
– treat with care the property and equipment of the hotel, observing cleanliness and order, these Rules;
– leaving the room, close the water taps, turn off the light and TV;
– in accordance with the legislation of the Russian Federation to compensate the damage to the hotel in case of loss or damage to the property of the hotel, as well as be liable for other violations. Compensation for the damage to the property of the hotel shall be made by the guest no later than the day of departure from the hotel, at the rates approved by the administration of the hotel;
– between 11 p.m. and 6 a.m., guests are obliged to keep quiet and do not disturb other guests of the hotel (In accordance with the law of the Bryansk region from 27.12.2021 № 110-З “On ensuring silence and peace of citizens in the Bryansk region”. (with changes 21.12.2023 №102-З) Liability for violation of this law is stipulated by article 15.1 by the government of Oblast Bryansk, act No. 88-3 dated 15.06.2007 “The law about administrative violations on the territory of the Bryansk region” (with amendments and additions));
– the guest is obliged to pay any outstanding amount for the provided services at the check-out and to leave the room within the timeframe set by the agreement;
– in the case the guest is being away from the place of stay for more than a day (or after 6 hours after the check-out), the hotel management is entitled to set up a commission and make an inventory of the items left in the room behind. In this case the personal belongings of the guest will be stored by the hotel service (up to 6 months).
6.2. The hotel management is obliged to:
– provide the service that the guest has paid for complete and on time;
– ensure that the services offered by the hotel are in full accordance with the current regulations of the Russian Federation;
– ensure the privacy of the personal information;
– avoid any noise-making events on the hotel site after 11 p.m.;
– respond quickly in case the guest requires assistance with any inconvenience or reporting broken or missing amenities in room or on the sites of the hotel;
– ensure that the house rules set by the hotel are placed on the reception and in the rooms;
– place the complaint book on the reception and provide this when the guest asks for it.
– provide the following services to the guest free of charge:
ambulance call;
use of a first aid kit;
delivery of postage to the room when it is received by the hotel;
wake-up call;
hot water;
etc.

7. ON THE TERRITORY OF THE HOTEL IS PROHIBITED
7.1. Let unauthorized guests to stay in your suite during your absence, provide them the access to the room keys and allow them to take these outside.
7.2. Weapons, flammable substances and pyrotechnics products.
7.3. Acting indecent or insulting the staff or other Guests. Pets are only allowed when permission has been provided by the hotel management.
7.4. Taking food, drinks, dishes and tableware outside of the cafe (including breakfast time).
7.5. Bringing in and consuming alcoholic beverages that have been purchased outside the Hotel’s cafe.
7.6. The use of electrical heating devices (including boilers, kettles, irons, stoves) without heat protection and holders made of non-flammable materials.
*Regulation by the government of the Russian Federation dated 16.09.2020 N 1479 (version from 30.03.2023 №510)”Regarding the rules of fire prevention in the Russian Federation”.
Smoking in the rooms and at the entire property is prohibited. (In accordance with the federal law of the Russian Federation dated 23.02.2013 No. 15-FZ “Protecting the health of people from the effects of tobacco smoke and the consequences of tobacco consumption” (with amendments and additions)).
It is not recommended to drink tap water!

8. CONFLICT RESOLUTION

6.1. In case of any complaints concerning the quality of service please inform the receptionist. If a request cannot be resolved immediately, the guest must submit a written complaint and register it at the reception. The ignoring of this requirement may be considered as a reason for denying the claim.
6.2. If it is not possible to resolve a conflict (including damages caused to the Hotel’s property) a form with a list of complaints must be completed in two examples and signed by the guest and an authorized representative of the Hotel (management or receptionists). By non-respecting the length of stay or in cases of the policy violations the hotel management is allowed to cancel the reservation from its own side immediately. At the time of check-out, the guest is obliged to pay for the provided services.

9. SAFETY & SECURITY
9.1. To ensure the safety of the guests and their personal belongings, in accordance with the existing regulations of the Russian Federation, we inform that CCTV is installed in the outside property and in common areas of the hotel (including staircases and reception). Entire information is digitally documented, recorded and stored. The hotel has security systems, fire alarm and all rooms are equipped with a telephone.
9.2. It is forbidden to use any defective electrical devices.
9.3. In the case of any malfunction, please contact the receptionist or maid.

Dear Guests of the VLADIMIR-PLAZA Hotel, do not forget to check your room before leaving. Ensure that lights and electrical devices has been turned off. Water taps, windows and doors are closed. Do not cover desk lamps, reading lights and other lighting devices with newspaper or other objects.
